Kyogre (Pokédex #0382) is a Water-type POKEMON first introduced in Generation 3. It is officially classified as the Sea Basin Pokémon. KYOGRE has the power to create massive rain clouds that cover the entire sky and bring about torrential downpours. This POKéMON saved people who were suffering from droughts.
